For sure at the architectural level as encryption is at the top of the planned deployment phase. From by DevOps experience, care needs to be taken as there are multiple areas that can be encrypted, both at the top level and at a granular level...can get a bit challenging and should be incorporated into a change control process.
From my Ops experience, I have had my share of troubleshooting "access" issues due to a policy enabled in the infrastructure somewhere. With all the encryption options available, having a way to keep up with the keys would be helpful…
